Operator and method
This is a private editorial resource about the people, history, culture, documents and practical cooperation of Kazakhstan and Israel.
The resource is not a government body, does not express a government position and issues no official documents. Long-term benefit for Kazakhstan and editorial independence are the basis of the work, but they are not a state mandate.
How we work
Every item follows one path: source → version → rights → checks → authorised decision → publication → languages → correction → distribution. A text version is immutable: an edit creates a new version, and the old one keeps its fingerprint and stays in the history.
Publication is not a flag in an interface. An item can be served publicly only when a “ready” editorial decision is bound to the exact text version and an editor in charge has authorised it. The check is recomputed on every page view.
Published items by section
Only items that passed editorial authorisation are counted.
Languages
Russian, Kazakh and English are published. Hebrew and Arabic are requested by the product concept but are not part of the shared locale contract and are not verified for rendering, so they are not published. We will not promise “it works without migration” before the whole chain is checked.
Locale version states
Each locale keeps its own state; a translation is never verified automatically.
Rights
Rights in text, image, translation and programme are separate questions. An item without confirmed rights is not published. We do not treat public availability as an open licence.
Artificial intelligence
Illustrations are deterministic: cards and charts are built by an algorithm from verified data. Generative images are never passed off as a document, a historical photograph or someone's words. AI does not authorise publication.
Technical basis
The server returns finished HTML. Reading, fragments, cards and search work without JavaScript. Postgres is the system of record; editorial decision and remedy contracts come from the shared QazStack library unmodified.

Limits
An isolated restore check for the project database and media archive has passed; a recurring external backup procedure and a full owner-confirmed recovery path have not yet been demonstrated. A native-speaker editor has not reviewed the Kazakh and English translations. The SVG card embeds no fonts: when the file is opened, the reader's own system draws it, so PNG is used for preview and download.
