What these census numbers do and do not show

The figures span different administrative boundaries: 99 for the town of Verny and 177 for the town with its district in 1897; 19,200 for Kazakhstan in 1939. They are not one continuous series. [1]

Context: Comparing the numbers without their boundaries would produce a trend the source does not support.
